Asean Secretariat Job Vacancies

The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN,
a   regional   inter-governmental   organisation   founded   in   1967,   to   promote   peace   and   stability,
sustained     economic     growth,   shared   prosperity    and   social  progress.   It  comprises    the  ten
countries of Southeast Asia.

The entry into force of the ASEAN Charter on 15 December 2008 has provided new impetus to
ASEAN’s      integration   efforts  by  establishing   a  legal  and  institutional   framework    required   to
achieve   the   ASEAN   Community   by   2015.   This      includes   the   newly   approved   organisational
structure of the ASEAN Secretariat (ASEC) that is aligned to the requirements of the Charter
and the three Blueprints of the ASEAN Political-Security Community (APSC), ASEAN Economic
Community (AEC), and ASEAN Socio-Cultural Community (ASCC).

ASEC   is   therefore   well   positioned   to   provide   the   necessary   functions   required   to   effectively
support the community building process under the Charter and the Blueprints. ASEC is currently
looking for qualified candidates to fill the position of Technical Assistant, Office of the Secretary-
General.

Technical Officer (TO) Enterprise Development

Duties and Responsibilities
  • The TO will report to the Head of Competition, Consumer Protection & IPR Division and will be responsible for providing administrative assistance and technical input in the ASEAN cooperation in Intellectual Property Rights, competition policy and law, consumer protection, Small and Medium Enterprises (SME) development, and economic and industrial development.

General Qualifications
  • Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope; ability to function effectively, independently and as part of a team; and a willingness to travel frequently on short notice.

Remuneration and Benefits
Successful candidate will be offered the post with a probation period of six months and monthly salary commensurate with his/her personal qualifications. There are other applicable benefits which include monthly transportation allowance, outpatient medical reimbursement, hospitalisation insurance, and an annual bonus of a month’s basic salary. Upon completion of the probationary period, the candidate will be confirmed on an initial up to three-year contract, inclusive of the six-month probationary period.

Contracts Officer

Duties and Responsibilities
  • The Contracts Officer’s duties will cover, but not limited to, the following:
  • Provide assistance and guidance to AADCP II in the improvement of procurement systems of goods and services.
  • Provide support to HRD and Administration Division in carrying out the procurement and contracting processes (request, receipt, evaluation and selection of vendors) in line with AADCP II activities.
  • Assist in conveying notification of award, negotiating, drafting and finalizing agreements and contract.
  • Monitoring contract performance and ensuring compliance with the contract terms and conditions.
  • Maintain and update of all procurement files and records and other contracts.
  • Provide technical and oversight support relating to the finance management and program expenditures of the agreements and contracts under AADCP II.
  • Perform other relevant duties commensurate with the post and as assigned by the Assistant Director, Senior Officer and/or higher authorities of the AADCP II and ASEAN Secretariat.

General Qualifications
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position; ability to multi-task, work long and irregular hours, and perform outside the usual job scope; and ability to function effectively independently and as part of a team.

Remuneration and Benefits
Selected candidate would initially be contracted for two (2) years, subject to annual renewal and an initial 6-month probation period. An attractive salary starting from IDR 12,250,000 will be negotiated commensurate with experience and qualification. There are other applicable benefits which include outpatient medical reimbursement, and hospitalisation insurance.

Technical Assistant (Projects anda Outreach)

Duties and Responsibilities:
  • The Technical Assistant’s duties will cover, but not limited to, the following:
  • Provide   program   and   administrative   support   to  the   Special   Advisor   and   Senior   Officers, particularly in relation to new projects and initiatives; and public outreach and engagement activities;
  • Support the new roles of the Secretary-General under the ASEAN Charter and assist the pecial   Advisor   and   Senior   Officers in   program-related   and   administrative   tasks   for   the implementation of projects and activities under the OSG;
  • Assist with the preparation of memoranda, research briefs, talking points, meeting reports, and other documents as requested by the Special Advisor or Senior Officers;
  • Liaise with other divisions and offices of ASEC on projects under the OSG’s purview;
  • Maintain relationships with external partners as necessary;
  • Assist with the coordination of OSG meetings, events and initiatives under the OSG;
  • Maintain records, and ensure appropriate levels of access and confidentiality;
  • Provide    support   to  other  team   members     on   administrative    policies  and   procedures    as appropriate.
   
Requirements:
  • Bachelors degree in political science, international relations, business, public policy, social science or other related fields from a reputable university;
  • Minimum two (2) years of work experience in a related field;
  • Demonstrated ability to plan and organise tasks and work flows
  • Ability to work under pressure and adhere to deadlines;
  • Good oral and written communication skill;
  • Strong interpersonal skills;
  • Cross-cultural sensitivity;
  • Demonstrated          ability  to   develop     and     maintain    sound     working     relationships     with stakeholders;
  • Demonstrated commitment to work as part of a team;
  • Sound command of English, written and spoken.
